What is a Level 4 Home Care Package?

Home Care Packages are home help & home care services that are funded (either in part or in full) by the Australian Government to help you live in the comfort of your own home while recieving care.

Level 4 Home Care Packages (HCP Level 4 or HCP4) are intended to support people who have high level care needs. If you or a loved one has high level or complex care needs, you may be eligible to receive assistance with a range of tasks.

What is included in a Level 4 Home Care Package?

  • Personal care (showering/dressing etc)
  • Domestic assistance (laundry/cleaning etc)
  • Assistance with aids and appliances
  • Social support
  • Meal preparation
  • Medication management
  • Nursing care
  • Allied health support
  • Shopping
  • Transport
  • Support with changes to memory and/or behaviour

How much is a Level 4 Home Care Package?

For each Home Care Package, the Australian Government will pay a different amount. This amount will be paid directly to your chosen home care provider.

The subsidy that will be paid for your Home Care Package will depend on whether you have to pay an income-tested care fee. This will be determined during an income assessment.

At July 1 2023, the Government subsidy for level 4 Home Care Packages is $59,593.55. This contribution increases every year.

Recipients of a Level 4 Home Care Package would also be eligible to enter residential aged care, but would prefer to remain living in the comfort of their own home.

Level 4 Home Care Packages are suitable for people with complex care needs.

To access a Level 4 Home Care Package, you or your loved one will need to undergo an assessment by an Aged Care Assessment Team (ACAT) - also known as an Aged Care Assessment Service (ACAS) in Victoria. This assessment will determine whether you are eligible to receive a Home Care Package and if a Level 4 package would be suitable for your in-home care needs.
